Clarkstown road conditions

In the summer of 2026, the Town of Clarkstown had 292.9 miles of roads surveyed for a review of the pavement condition. On this page you can see the rating for each road section, find it on the map, and watch video of the road being surveyed.

How the roads were rated

The survey was carried out by Pavement Management Group (PMG), which has worked in pavement management for 30 years and surveys roads for municipalities across the country, including in New York State.grid

Each road was recorded with vehicle-mounted cameras. Trained PMG staff reviewed the images using AI-assisted software to help detect cracking and other surface damage. Each road section received a Pavement Condition Index (PCI) score from 0 to 100 under the ASTM D6433 standard. The scores are grouped into five ratings, from 1 (best) to 5, explained below.

What the ratings mean

:

Rating
PCI
What you typically see
1
90 to 100
Like new. Little or no visible cracking.
2
70 to 89
Light wear. Some minor cracking. Usually suited to preventive maintenance such as crack sealing.
3
50 to 69
Moderate wear. Cracking is more widespread and some patching may be present. Usually suited to a surface treatment or resurfacing.
4
30 to 49
Significant wear. Extensive cracking, patching and surface wear. Usually a candidate for resurfacing.
5
0 to 29
Extensive wear across the surface. Usually a candidate for rehabilitation or reconstruction.

What to keep in mind:

  1. The data is a snapshot. Roads were recorded in summer 2026, and this page is not updated in real time. Roads paved or damaged since then show their condition at the time of the survey.
  2. A rating describes the whole section. It reflects all damage along the section, so a single spot can look better or worse than the section rating.
  3. Ratings can be checked. Section start and end points are placed within a few feet, and ratings of individual cracks can vary slightly, as with any visual survey. If a rating looks wrong to you, contact the Town and it will be checked against the video.
  4. The ratings support planning. They help the Town compare roads and plan maintenance across the network. They are not a paving schedule. Which roads are paved, and when, also depends on budget, utility work, traffic and other factors, and is decided through the Town’s regular highway and budget process.

About the videos:

The Town is publishing the survey videos so residents can see the roads for themselves. They were recorded from public roads for the sole purpose of rating pavement. To ask for a specific image to be reviewed, contact the Town.
