LINE BY LINE EXPLANATION OF TAXES (FROM THE BILL)

HOMESTEAD PARCEL– is dwelling one, two and three family house. Non – homestead is over three families and commercial.

COUNTY TAX – (Ad Valorem * charge) – includes all County expenses. All owners in Rockland are charged.

TOWN TAXES – (Ad Valorem charge) – Includes expenses such as Police protection, Paramedics Services, Ambulance equipment, operation of the Justice Court System, Highway services (street paving and plowing, sidewalk maintenance, stream maintenance, installation and maintenance of Parks, and other services such as planning, engineering, and record keeping. Other costs include such items as liability insurance, legal fees to defend lawsuits against the Town, and general operation expenses.

OPEN SPACE INITIATIVE – (Ad Valorem) – Debt service (principal & interest) on bond used to purchase land as authorized by referendum.

FIRE DISTRICT – (Ad Valorem charge) – Budgets vary according to the fire district in which you live. These budgets are prepared by Elected Fire Commissioners in your area to pay for buildings, Fire Trucks, and other equipment.

WATER DISTRICT – (Ad Valorem charge) – Covers the cost of Fire hydrants. These hydrants afford fire protection thereby lowering insurance rates.

CONSOLIDATED LIGHTING DISTRICT – (Ad Valorem charge) – Includes the cost of installing and maintaining street lights throughout Clarkstown for the purpose of public safety.

CLARKSTOWN MASTER SEWER 1 / ROCKLAND COUNTY SEWER DISTRICT
(Ad Valorem charge) – Clarkstown Sewer districts includes, costs of paying off bonds used to finance the costs of installing sewers. Each residential unit, which is hooked up to sewers is charged for their use. This fee is used to maintain and operate the sewer lines and the sewer plant, which processes the sewage. Charges -are determined by the R. C. Sewer Commission. Residence, that are not hooked up to sewers, pay for the benefit of having sewers in the Town. Sewers help the environment by protecting air and water quality. Per foot charge for maintenance of sewer lines in front of your property.

REFUSE / GARBAGE – (Ad Valorem charge / Unit charge) – Includes the cost associated with closing the landfill and composting leaves and yard waste. Cost for weekly recycling pickup. Charge for monthly bulk pickup.

GARBAGE: (Unit Charge) – charge covers the cost associated with transferring the garbage out of the state. Each resident is charged per garbage can per year.
